Collection and study of stamps called “philately” has been the king among hobbies and its worldwide popularity is matchless. People collect stamps not only for what they are worth in themselves but also for their designs, the stories they tell, the events they commemorate and the sidelights they throw on the production of stamps. In fact, postage stamps are “the windows of a nation through which people overseas may behold its heritage and nature”. They reflect every aspect of a nation’s life including its history, art & architecture, flora & fauna, great personalities, various aspects of science & technology and the like.

Indian Philately

    

Indian philately found its due place on the map of world philately. Since independence, India Post has issued several definitive and commemorative series of stamps portraying various aspects of the country’s life and culture, and played a pivotal role for the promotion of this noble hobby. As the stake holder interested in the advancement of philately in India, the India Post has been taking initiative in all matters connected with this hobby. Several National and International Exhibitions were held from time to time to create awareness among the public and especially the youth about philately. India Post has so far conducted nine National Philatelic Exhibitions in different parts of the country.

Exhibition Highlights

 

 

v This is the first of its kind being held in Tamilnadu.

v The exhibition will display around 1000 frames and will provide an opportunity to the philatelists of India to show outstanding philatelic collections.

v About thousands of viewers including philatelists, youth, school children, members of public are expected to visit the exhibition every day.

v A Colourful Souvenir containing articles on Postal history and Philately by reputed experts in the field will be released.

v Special Postal covers on various themes will be released on each day of the exhibition.

v Cultural activities will form part of the exhibition.

v Booths for stamp dealers from all over the country will find place in the venue of the exhibition.

1. Objectives of the exhibition

 

Tenth India national Philatelic Exhibition 2008, known as INPEX 2008, is organised with the following objectives:

v To demonstrate to general public, youth in particular, the cultural and educational values of philately and its attractiveness as a hobby,

v To promote every aspect of Indian Philately,

v To facilitate expansion of friendly relations and close cooperation among India post, philatelists, philatelic traders and philatelic media persons,

v To awaken the interest in philatelic competitions.

 

2.Organisation, Venue, date & Time

 

v INPEX 2008 is organised by the Department of Posts in cooperation with the philatelic Congress of India (PCI), the apex body of the philatelic associations and the South India Philatelists’ Association (SIPA), a Regional level philatelic organisation, affiliated to PCI.

v Arrangements have been made for very spacious well-lighted area of about 6500 sq.ft in the venue, viz. Rani Meyyammai & Raja Muthiah Halls, No.18 D, Rukmini Lakshmipathy Road, Egmore, Chennai 600008. These air conditioned halls are centrally located in Chennai City.

v The exhibition will be held from 2nd to 6th January 2008 and kept open for visitors from 10.30 a.m to 5.30 pm. There will be no entry fee.

3. Regulations

 

INPEX 2008will be governed by the following regulations which are framed taking inputs from FIP regulations:

i.                   India Post regulations for Philatelic Exhibitions (IP-PER)

ii.                Philatelic Awards System(IP-PAs)

iii.             Philatelic Jurors Programme (IP-PJP)

iv.             Special Regulations for INPEX 2008 described hereunder.

4. Exhibition Classes

 

The exhibits will be classified into Non-competitive Classes and Competitive Classes. The following Classes are available.

4.1     Non-Competitive Classes

a)  Class of Honour:-

The exhibits that are of exceptional significance or interest. The minimum requirements are that the exhibit should have won Gold or the highest award in the relevant class at higher level exhibition within the last 5 years.

b)  Official Class:-

The exhibits from National Philatelic Museum, Army Postal Service, India Security Press, Stamp designers, Business Houses dealing in Franking Machines and other Postal equipment and other similar agencies.

c)   Jury Collections:-

These exhibits from Jury and Apprentice Jury appointed for the exhibition. The participation of jurors is optional.

d)  Special Interest:-

The well known exhibits from other Postal Divisions, Regions and Circles especially in those classes where there is no participant from the area, to demonstrate and promote those exhibition classes for future.

e)   Above Competition:-

The exhibits that have previously won Grand Prize or the First or Second or Runner – Up position in the championship Class at the same level.

Note: 

1)  The expression “India upto Independence” includes British India upto August 14, 1947, Portugese India upto December 29, 1961 and French ettlements in India upto November 1, 1954.

2)  The exhibits on philatelic Publications must be sent in duplicate.

Eligibility and Qualification for Participation

 

1.  Noncompetitive Class:-

The participation in noncompetitive classes will be on invitation only.

2.  Championship Class:

2.1 The exhibits that have won Grand Prize or the First or Second or Runner – Up in the championship Class shall only be exhibited in “Above Competition” Class under Noncompetitive Class at the same level exhibition by invitation only.

2.2 Entries in the championship class must have achieved within last five years, a minimum of gold at the same level. The winners of gold have an option to either participate again next time at the same level to improve their rankings and aim for the Grand Prize of the exhibition or enter the championship classes.

3.  Competitive Class:-

3.1.                    Participation in competitive classes is open to residents of India.

3.2.                    Entries in the competitive class other than the championship class must have achieved within the last 5 years, a minimum of Silver medal for classes 4.2.2 to 4.2.9 and Bronze medal for class 4.2.12 at previous level exhibition or its equivalent. No formal award is required for classes 4.2.10 and 4.2.11. A bronze at world or continental exhibition is equivalent to silver medal at the National level exhibition.

3.3.                    Entries that have not been competitively exhibited before at any philatelic exhibition at any level and entries that have not achieved the minimum qualifying award previously but have been extensively improved since may also be considered for entry as a special case at the discretion of the organizing Committee of INPEX 2008. The committee may call for the exhibit for scrutiny to ascertain that it is of such merit as to deserve special dispensation.

3.4.                    Any deserving philatelic collection from a Circle where no exhibition has been held for the last 4 years can be considered and application may be accepted if recommended by a member of the Organizing Committee of INPEX 2008 or accompanied by a bonafide certificate from the President of a Philatelic Society /Club/Association Society/affiliated to the Philatelic Congress of India about the standard of collection. Applicaants of such entries should send photo copies of the introductory page and fifteen other important pages from the collection duly signed by the exhibitor.

6. Display Frames, Presentation and Allotment

 

6.1           Exhibits must be mounted on 23 X 29 cms Album pages only and submitted under transparent protective cover. Exhibitor name and address, Title of the exhibit and page number must be written on the back of each page.

6.2           A participant may not be permitted to enter more than one exhibit under a class and section. Not more than 2 entries per individual or 4 entries per family will be permitted totally. However, entries in class 4.2.1 and classes 4.2.10 to 4.2.12 will not be counted for the purpose of this limitation.

6.3           Exhibits may only be entered under the name of the exhibitor and the use of pseudonyms is not permitted.

6.4           Every exhibitor must have owned his/her exhibit for a minimum of two years before being eligible to participate competitively. This does not apply to the participants in the philatelic literature and publications class. Youth class exhibits shall be the product of the exhibitor on whose name it is entered. The jury and/or the Awards Committee reserves the right to question or interview the exhibitor to ascertain the genuineness of ownership.

6.5           Every exhibitor will abstain from exhibiting material that does not conform to the laws of the land.

6.6           Every exhibitor is obliged to abide by the “India Post Regulations for Philatelic Exhibitions”, “India Post Philatelic Jurors Program”, “India Post Philatelic Awards System” and the Special Regulations of this exhibition.

6.7           In the case of a serious breach of these provisions, the Organizing Committee will, after careful examination of the facts, recommend measures to the Deputy Director General(Philately), Department of Posts, New Delhi-110001 that may include disqualification of the exhibitor from participating in further exhibitions, in any manner whatsoever, for up to five calendar years.

6.8           Each display frame will have a capacity for 16 (4 X 4) standard size album sheets. The album pages larger than 23 cms X 29 cms as well as black or dark coloured album pages will not be accepted.

7. Allotment of Exhibits

 

  Exhibits will be allotted the number of frames as follows.

7.1 Non competitive class - upto 6 frames.

7.2 Competitive class

Class: 4.2.1 to 4.2.9 - 5 to 8 frames

Class: 4.2.10           - 1 frame

Class 4.2.11           - 2 frames

Class: 4.2.12 A to 4.2.12 D - 1 to 3 frames

Class: 4.2.12 E        - 1 to 5 frames

(The above allotment will be subject to the availability of frames and receipt of exhibits.)

7.3 exhibitors can not change the number of frames allocated by the Organizing Committee after the allotment is finalised.

7.4 The number of frames allotted may be increased or decreased at the discretion of the Organizing Committee.

7.5 The exhibit must be entered under the correct classification. The Organizing Committee reserves the right to reassign the class of any exhibit it deems fit.

8. Participation Fee

 

8.1.     There is no fee for entries under non competitive class.

8.2.     The participation fee for competitive classes for 4.2.1 to 4.2.10 will be Rs.400/- per frame.

8.3.     The fee for participation in the class 4.2.11 is Rs. 300/- per frame.

8.4.     There is no fee for youth and school entries(4.2.12 A to E)

8.5.     Payment of fee should be made by way of Indian Postal Order or Demand draft drawn in favour of  ‘The Secretary, Allotment Committee INPEX 2008’ payable at Chennai.

8.6.     No exhibit will be accepted unless the prescribed fee has been paid in full at the time of confirmation letter.

8.7.     The Organizing Committee may waive or reduce the fee, if it deems fit, in any special case.

8.8.     Entry fee is not refundable. Where an exhibit is rejected at the discretion of the Organizing Committee, the fee will be refunded.

9. Acceptance and Notification

 

9.1.        A separate entry form in duplicate (Specimen enclosed) is required for each exhibit. The entry form must be accompanied with a photocopy of the introductory sheet (the first page) of the exhibit showing the exhibit’s concept. Each exhibitor is requested to furnish a list of outstanding items, if any. This may optionally be supported by clear Photostat copies.

9.2.        Duly filled in entry forms, in duplicate, should be sent to the Secretary, Allotment Committee, INPEX-2008, Office of the Senior Superintendent of Post Offices, Tambaram Division, Chennai 600045 on or before 15.11.2007.

9.3.        The decision of the Allotment Committee, INPEX-2008 is final.

9.4.        Notification of acceptance from the Allotment Committee, INPEX-08 will be sent to the exhibitors together with the number of frames allocated and amount of entry fee required, by 25.11.2007.

9.5.        Exhibitors should send the confirmation letter and entry fees by Indian Postal order or Demand draft drawn in favour of the Secretary, Allotment Committee, INPEX – 08 payable at Chennai before 05.12.2007.

9.6.        On receipt of the confirmation letter, the exhibit inventory form along with the exhibit cover will be sent to the exhibit by Allotment Committee INPEX-2008.

10. Mounting and Dismounting

 

Mounting and dismounting of the exhibits will be handled by or under the supervision of the organizers. The organizers may allow the exhibitors to participate in the Mounting and dismounting of exhibits on prior arrangement and at stipulated time. Dismounting of exhibits will not be permitted before the official closing of the exhibition under any circumstances.

 

11. Delivery and Return of Exhibits

 

11.1.   All exhibits along with inventory from enclosed in exhibit cover must be sent to the Secretary, Exhibit Committee, INPEX-08, Office of the Principal Chief Postmaster General, Tamilnadu Circle, Chennai-600002 by Insured /Registered/ Speed Post only.

The last date for receipt of exhibits is 24.12.2007

11.2.   Each exhibit is required to be accompanied by an inventory of the exhibit in duplicate in the prescribed form.

11.3.   All exhibits should be sent enclosing in the prescribed exhibit envelopes only. One exhibit envelope may be used for the 16 album sheets of one frame only.

11.4.   All expenses in connection with sending the Exhibit will be borne by the exhibitor.

11.5.   The exhibits received will be duly acknowledged with proper receipt.

11.6.   Exhibits will be returned in exchange for their receipt after the exhibition is over to the exhibitor in the manner desired by him or otherwise, it will be sent by normal course.

11.7.   The exhibits under “Philatelic Literature and Publications” will not be returned.

11.8.   No exhibit can be removed until the official closing of the exhibition.

11.9.   Failure to submit an exhibit after entry has been accepted will result in debarring the exhibitor for 2 calendar years.

 

12. Security measures and Insurance

        

12.1.   Exhibitors are advised that in their own interest, they should make their own arrangements for insurance of their exhibits.

12.2.   During the exhibition, all arrangements will be made for round the clock security by deployment of police and special security personnel.

12.3.   Special Care will be taken for protecting the exhibits to avoid exposing of stamps directly to sun light. Neither heat nor humidity would be problem as the exhibition hall is fully air conditioned.

12.4.   To ensure further safety, a comprehensive insurance coverage by the block insurance of the exhibition hall for the period of exhibition will be made.

13. Judgment and Award

 

13.1.   The jury will be appointed by the Organizing Committee, INPEX-2008.

13.2.   Exhibits in non-competitive class will be presented with memento as a token of recognition for their support and cooperation.

13.3.   The competitive exhibits will be adjudged in accordance with the India Post Philatelic Awards Systems (IP-PAs) and Special Regulations for INPEX-2008.

13.4.   Sufficient number of medals of each type as well as the Grand and Special prizes will be placed at the disposal of the jury to be awarded at their absolute discretion.

13.5.   Philatelic Societies and individuals are welcome to donate special prizes which will be placed at the disposal of the jury  be awarded at their discretion.

13.6.   All exhibits  other than award winning, will get a certificate of participation.

14. Liability

 

14.1.   No responsibility, whether as a result of negligence or otherwise shall attach to INPEX 2008, 10th India National Philatelic Exhibition, the Philatelic Congress of India, South India Philatelists’ association nor the officers, Directors, Members thereof, nor to the Organizing Committee nor the members of the jury, for any loss of or any damage to an exhibit, dealers’ stock or other property arising from any cause or reason whatsoever.

14.2.   For all jurisdictions which can not be agreed to by the Organizing Committee, the laws of the Courts of Chennai shall apply.

15. Items Not Permitted

 

15.1.               Any item which does not show the correct international boundaries of India and/or which offends the religious, ethnic or environmental sentiments will not be allowed to be displayed. Any exhibit with such an item will be rejected and its participation denied.

15.2.               The decision of the Organizing Committee, INPEX 2008 in this regard is final.

16. Understanding

 

The signature of the exhibitor on the entry form shall be deemed to imply acceptance of these Special Rules and Regulations, India Post Regulations for Philatelic Exhibition(IP-PER), India Post Philatelic Jurors Programme (IP-PJP) and India post Philatelic Awards System(IP-PAs).

17. Allotment of Booths

 

17.1.   Special Booths will be set up for official philately services and stamp dealers. These booths will be housed in the exhibition venue of INPEX-2008.

17.2.   The standard type of booth along with required furniture (minimum one table, one cupboard and two chairs) will be provided to each allottee. Additional equipment, if any required by the booth holder may be made available on payment.

17.3.   The fee for each booth will be Rs.10000/- for the full duration of the exhibition.

17.4.   Dealers’ booths may be booked by sending full fee along with the application form. The last date for receipt of application (specimen appended) along with the booth fee by the Secretary, Trade Committee, INPEX 2008, Office of the Principal Chief Postmaster General, Tamilnadu Circle, Chennai-600002 is 10.12.2007.

17.5.   Booth fee shall be paid in the form of Demand Draft drawn in favour of th e Secretary, Trade Committee, INPEX 2008 payable at Chennai.

17.6.   All the applications will be subject to the approval of Trade Committee, INPEX-2008, and the decision of the Trade Committee, INPEX-2008, to allocate booths will be final.

17.7.   No object not directly concerning with Philately may be exhibited or sold in the exhibition.

17.8.   Each booth holder will be entitled to:

                                     i.      free insertion of his/her name in the official exhibition catalogue.

                                  ii.      Free copy of the official catalogue.

                               iii.      Permanent entrance passes for two persons per booth.

18. General

 

18.1.   Each exhibitor is entitled to the following items free of charge.

a.     pass for admission to the exhibition.

b.     Catalogue of exhibits

c.      Jury report with award lists (only to award winners)

d.    Certificate of participation.

e.      Mark sheet with jury’s observation if any.

f.      Invitation to all exhibition events

18.2.   Bulletin no.2containing the catalogue of exhibits and floor plan of the venue, programme of the exhibition will be released on the first day of the exhibition.

18.3.   Bulletin 3 consisting of the list of awards class wise as well as an alphabetical list of names of the exhibitors will also be released before valedictory function.

18.4.   A souvenir containing informative and attractive articles on philately will be released during the exhibition.

18.5.   The organizers reserve the right to add alter or amend these rules and to alter the groupings/classifications.

18.6.   The decision of the organizers on all questions concerning the exhibition other than decision of the jury shall be final.
